Millionaire in uniform: how National Police adviser Evgeny Koval uses his post to expand his family’s land, apartments and hotel business

The role of Advisor to the Head of the Department for Ensuring the Activities of the Head of the National Police might seem like an internship for a final-year student. But no, it is currently held by the former First Deputy Minister Evgeny Koval within the Ministry of Internal Affairs. What a career jump in the opposite direction. However, it’s unlikely that he’s genuinely interested in the salary or the position’s title, as Koval has evidently returned to the Ministry of Internal Affairs as a "trusted" individual, able to assist with business matters.
Evgeny Koval is closely connected with the former Head of the Economic Protection Department of the National Police, Igor Kupranets. This connection is evident not only through their work at the National Police but also in the businesses of both families.
The Kupranets family is known to be involved in the hotel business in western Ukraine, particularly in Truskavets, Bukovel, and Pylypets in the Zakarpattia region. It is in Pylypets where the Kupranets and Koval families conduct joint entrepreneurial activities. In October 2024, Evgeny Koval’s sister, Ekaterina Kret, became the owner of a house in the mentioned village, measuring almost 500 square meters.
Located at this address is the hotel "Dacha na Maguri."
According to the Register of Real Property Rights, several plots of land and guest cottages nearby are owned by the Kupranets family.
One of the houses and a plot of land are registered to Igor Kupranets’ father, Mykhailo.
The hotel "Dacha na Maguri" is also mentioned in the declaration of Koval’s sister’s husband, Dmitriy Kret, who surprisingly also joined the National Police. He works as a Senior Investigator at the Department of Strategic Investigations. Kret reported to anti-corruption agencies that the hotel is still under construction, although in reality, one can already book a room and relax while enjoying the mountain view.
In Dmitriy Kret’s declaration, one can also see a significant amount of land in Vyshhorod District, Kyiv Region, acquired between 2015 and 2017. Interestingly, his wife and Evgeny Koval’s sister, Ekaterina Kret, previously worked as a chief state tax inspector-revisor in the Vyshhorod tax office. But in her declaration for 2018, there was no mention that they were already owners of land plots totaling 14,000 square meters at that time. She did, however, remember to mention the plot in Zakarpattia, where the hotel "Dacha na Maguri" is now located, purchased during the same period.
Evgeny Koval himself owns a plot of land in the village of Protsiv, near the capital’s Osokorky district. Nearby, his father, Aleksandr Koval, also owns several plots of land. In March 2025, Koval’s mother, Iryna, received a certificate for joint land ownership in Protsiv.
According to the registry extract, these plots are located in the horticultural society "Zhaivoronok." Opposite the Koval lands is the "Protsivskyi" local ichthyological reserve. This location is more than just picturesque.

For the police officer’s mother, the current year turned out to be particularly rich in acquisitions. In 2025, Iryna Koval secured ownership of a 200-square-meter apartment and two parking spaces, not just anywhere, but in one of Kyiv’s most expensive districts — Pechersk, next to the renowned upscale grocery store Good Wine.
Additionally, on a single day in April 2025, Evgeny Koval’s mother acquired ownership of eight garden houses and a spa complex in the mentioned Pylypets in Zakarpattia. The average area of the houses is 130 square meters, while the complex occupies 671 square meters.
At this address is the luxurious "Shypit Spa and Resort." The cost of rooms and chalets ranges from 2,000 UAH for economy options to 6,500 UAH per day for deluxe accommodations.
While Evgeny Koval advises his boss on how best to organize the police chief’s schedule — which is part of his duties — his wife Yuliya and their two children live in sunny Spain. The official’s declaration indicates that his family has been renting an apartment in Barcelona since November 2022.
Although the Koval family resides in Spain, Yuliya Koval works for the Polish company Agroimeks Sp. Z O.O. Over a year, she earned an income of almost 7 million UAH from this company.
This company is managed by Mariya Sitak, as noted in the Polish business register.
According to ImportGenius data, Agroimeks Sp. Z O.O. works very productively with LLC "Ossolyo Ukraine," an agricultural holding managed by Aleksandr Sitak. The family owns malt companies, poultry farms, elevators, milling complexes, and logistics enterprises.
In Ukraine, Yuliya Koval owns LLC "Smit Group," which formally conducts investigations. However, no information about its activities could be found. Despite this, the official’s declaration states that the business brought in 5.2 million UAH for his wife over the year.
At the same time, while Evgeny Koval’s family owns hotels, lands, apartments, and more, officially, his wife is registered at a dormitory in Teremky. At least, this is the information Yuliya Koval provided when registering her Ukrainian company.
In 2020, when the Koval family’s wealth first came to light, the National Agency for the Prevention of Corruption began checking his sister’s declaration, which, as a reminder, omitted many details in financial reporting. It’s unclear how the investigation concluded. But it can be said with 100% certainty that this episode did not impact Evgeny Koval’s family financial situation. Since then, they’ve successfully entered the hotel business, acquiring apartments, garages, and plots.
